About

About RAPCAN

RAPCAN (Resources Aimed at the Prevention of Child Abuse and Neglect) is a Cape Town-based non-profit organisation dedicated to the protection of children's rights in South Africa and across the region. Founded on the principles enshrined in the South African Children's Act and international children's rights frameworks, RAPCAN's work is guided by a prevention-first approach — addressing the root causes of child maltreatment before harm occurs, and responding effectively when it does.

What They Do

RAPCAN's programmes span two interconnected areas. Primary prevention targets the underlying social and structural factors that make children vulnerable to abuse, including gender inequality, poverty, and inadequate community support systems. Secondary prevention focuses on populations already identified as at risk, providing targeted interventions for children, caregivers, and communities.

Their direct services include support to child victims of abuse (including sexual abuse and rape), therapeutic interventions for families, court preparation support, and parenting programmes. RAPCAN also develops and distributes training resources to strengthen the capacity of social workers, educators, healthcare professionals, and other practitioners working with children and families across South Africa.

Advocacy and Children's Rights

A core pillar of RAPCAN's mandate is advocacy. They engage with lawmakers, government departments, and civil society to ensure that legislation, policy, and practice align with children's rights — with particular attention to children's participation rights and gender equity in adolescent sexual decision-making. RAPCAN believes children should not merely be the subjects of protection, but active participants in the realisation of their own rights.

Who They Serve

RAPCAN primarily serves children who are victims of abuse or at elevated risk, with a focus on communities in Cape Town's most vulnerable townships. Their work also extends to the professionals and systems that children depend on — recognising that child protection is a collective responsibility.
