StellCare — formally Stellenbosch & Districts Family Services — has been serving the Stellenbosch area since 1916. Over more than a century, it has grown from a family welfare service into a multi-programme community organisation delivering statutory child protection, GBV survivor support, early childhood development, sustainable livelihoods programmes, and enterprise development — all from its base on Helshoogte Road in Stellenbosch.

The Stellenbosch area presents particular social welfare challenges. As a wine-growing and agricultural district, it includes some of the wealthiest suburbs in the Western Cape alongside farm worker communities facing poverty, alcohol-related violence, and geographic isolation. StellCare's programmes are designed to serve the full range of this community — including rural and farm worker families who are among the most under-served in the region.

In its most recently reported year, StellCare provided psychosocial services to 13,820 individuals and reached 1,445 people through community-based outreach and awareness programmes. Its services span both direct intervention and structural prevention — from Children's Court investigations to enterprise development for economic independence.

Victim Empowerment — GBV Survivor Services

StellCare's Victim Empowerment programme is the entry point for GBV survivors. Its most recent figures document: - 39 GBV survivors received counselling, referral for possible prosecution, and reporting to the Family Violence Court - Community safety initiatives — enhancing safety along commuting routes and in community spaces - School patrol — ensuring the safety of children travelling to and from school, with specific focus on children's wellbeing - Court assistance — supporting survivors in navigating legal proceedings, including legal advice, guidance, and accompaniment - 78 volunteers trained in community safety, identification of vulnerable groups, and the Children's Act

Child Protection — Statutory Services

StellCare is a designated child protection organisation with a statutory mandate under the Children's Act — meaning it has the legal authority and responsibility to investigate child protection concerns and report to the Children's Court. Its most recent figures show: - 332 children reported as potentially in need of care and protection - 41 Children's Court investigations undertaken and finalised - 19 children successfully reunited with fathers after court-referred mediation processes - 647 families receiving Prevention and Early Intervention services focused on family strengthening and preservation

Prevention and Early Intervention

Early Childhood Development (ECD)

StellCare provides ECD services — early childhood care and education — in the Stellenbosch area, including partial care facilities and practitioner support. Quality ECD is both a direct service to children and a protective factor: children in safe, nurturing ECD environments are less vulnerable to neglect and abuse.

Sustainable Livelihoods and Enterprise Development

Sustainable Livelihoods and Enterprise Development programmes address the economic drivers of family vulnerability — building financial independence and income-generating capacity for women and families, directly reducing the conditions that make GBV harder to escape.
