About the Victim Empowerment Centre – Winburg

The Victim Empowerment Centre (VEC) in Winburg is located at 14 Voortrekker Street, Winburg, Free State, 9420. Winburg is the administrative seat of the Masilonyana Local Municipality in the Lejweleputswa District of the Free State — one of South Africa's most rural and sparsely populated municipalities, covering vast stretches of farmland, small towns, and villages between Bloemfontein and Welkom.

Community Context

Winburg's surrounding communities face compounding vulnerabilities that make GBV support critical: deep poverty, extreme isolation (distances to the nearest city are measured in hours), high unemployment, and cultural norms that historically discourage disclosure of abuse. Farm workers and dwellers in the Masilonyana district are particularly isolated, with limited access to transport, phones, or awareness of available services. The VEC at Winburg represents one of the only accessible victim support structures in the entire district.
